United States, Scott #25218, used(o) coil, 1991, Part of the Rate Change Transition Stamp series which were issued to cover the transition period after a postal rate change for first class mail up to 29 cents from 25 cents, this is the sixth similar rate change stamp, so the sixth letter of the alphabet was used “F”, and the symbol Flower reinforces the “F”, hence a Tulip Flower was selected for the image, this a coil stamp, perforated 10 vertical, imperforated on top, and bottom, customer torn perforations at the sides, this stamp is from a coil of photogravure stamps issued by the Bureau of Engraving and Printing (BEP), similar stamps were also issued, as Scott #2517 by American Banknote Corporation, a perforated four side sheet stamp, and two booklet stamps, one, Scott #2519 also by the BEP , a second, Scott #2520 by KCS Industries of Milwaukee, Wisconsin; this is a non-denominated stamp issued at a counter selling price value of 29 cents, yellow, black, red, and yellow green, Scott 2019 Catalog Value: 25¢, considerably off-centered which is common in coil stamps, light, broken-up, black-inked, duplex cancellation along the top of the stamp, from left, a quarter circular, single-rimmed corner cancel leading to a horizontal bar cancel at the top, right of center both are well clear of the main image, sound back, good perforations; image clear cancel warrants a selling price premium This is not a 'bait-and-switch;' the stamp you see will be the one you receive.

I will send the purchase by US first class mail, since the relatively low value of the stamp does not warrant signature or tracking mail. Hence the buyer assumes risk of loss or non-delivery. I will keep a scan of my mailing to verify that the correct mailing address was used. If not satisfied, return the stamp to me at your own expense, and I will refund the cost, but not my postage to you. If the stamp is not as described, I will refund the cost and reimburse you for postage both ways.
